Correction: the packets are not identical to HMD's but they're close enough I can easily deduce the meaning of the embedded flags. I knew there was a reason I'd already dismissed this possibility.
Correction: Som seems to use an older "TIM Bank" model of the PSOne frame buffer. This means the addressable number of 256x256 textures in a MDL file is probably 4.
