Forum Speed/Image uploading

#2
It has to do with the difference between a static and dynamic webpage. A static .html type page is just straight up downloaded more or less. Dynamic pages must consult a database/generate the page before it can be sent out. That should all happen in the blink of the eye, except when you're on a shared host you're competing with many different websites for the chance to take your swing at the database etc. If things are slow it's just an indication that Ipower has taken on more than it can muster at it's client's expense. There are measures you can take, but most would probably not help this forum very much. If you can find out if there are several hundred guests seriously browsing your forum everyday you might want to consider a caching plugin.

PS: The fact that the bbs pages are .html instead of .php implies btw that the forums are in a position to setup static caching / might already be doing so. The website is often slow for me, even outside the forums (maybe you just don't go outside the forums very often) but I've never seen any behavior that the website administrator would be in a position to rectify.
